Malta has a good public bus network, a Sliema–Valletta ferry and enough walkable areas to make a car-free trip entirely viable. The key is choosing your base wisely — the gap between a well-connected area and a difficult one is significant. This guide gives honest transport times from each main area to the sites most visitors want to see.
Transport in Malta without a car
Malta Public Transport operates all bus routes on the island under the Tallinja brand. Routes run from the main Valletta bus terminus (just outside City Gate) to everywhere on Malta. The Sliema–Valletta ferry runs frequently (about every 30 minutes) from around 7am to 11pm and is the fastest way between these two points. There is a separate Grand Harbour ferry between Valletta and the Three Cities (Birgu). Gozo is reached by ferry from Ċirkewwa — buses 41 and 42 from Valletta run to Ċirkewwa year-round.

Sliema — the best car-free base
Sliema consistently comes out as the best base without a car for first-time visitors. The reasons: the Valletta ferry (7 minutes, runs frequently from the Sliema pier), a complete set of services within walking distance (pharmacies, supermarkets, restaurants, banks), a dense concentration of hotels (25 licensed), and buses that go everywhere. The promenade extends to St Julian's on foot. The main site not easily accessible without a car from Sliema is Golden Bay beach — the bus journey is about 55 minutes, which most visitors manage on a beach day.
Valletta — car-free and immersive
Staying in Valletta itself means everything in the capital is on foot — and the ferry to Sliema makes the tourist corridor accessible. The bus terminus is just outside City Gate, putting every part of Malta within reach. Valletta's 33 licensed hotels include some of the island's most characterful properties. The main limitation is that accommodation options lean boutique and mid-to-high price; budget accommodation is limited.
What you cannot easily do without a car
Without a car in Malta, the Blue Grotto and its surroundings are harder to reach (require a bus then walk or taxi from Żurrieq). The Ħaġar Qim temples are served by buses from Valletta but the schedule can be infrequent outside peak summer. The southern coastline, St Peter's Pool and Gnejna Bay are challenging. For Gozo, buses to Ċirkewwa run well, but exploring Gozo itself without a car is slow — taxis and tours are the practical alternative.

Frequently Asked Questions
Can you visit Malta without renting a car?
Yes — Malta has a good public bus network and the Sliema–Valletta ferry. All the main tourist sites are reachable by bus. The main sites less convenient without a car are the remote beaches (St Peter's Pool, Gnejna Bay) and the Ħaġar Qim temples when buses run infrequently.
Where is the best place to stay in Malta without a car?
Sliema is the best base without a car: it has the Valletta ferry (7 minutes), dense bus connections, 25 hotels, and all services within walking distance. Valletta itself is also excellent — you walk everywhere in the capital.
How do you get to Gozo without a car?
Take bus route 41 or 42 from Valletta to Ċirkewwa ferry terminal (about 60 minutes), then the Gozo Channel ferry to Mġarr on Gozo (25 minutes). From Mġarr, buses run to main Gozo sites, or you can take a taxi. Gozo itself is harder to explore without a car — a day tour or shared taxi from Mġarr is practical.
